A more basic explanation for some examples of this may be purely cosmetic. I
don't think machining outside the crown would be very useful tonally.

The Carr bells which were recently tuned on the outside of the s/bow did
show that this has its uses for tuning. Tony Clayton made one of his typical
cryptic comments in the RW I remember.

BTW Manchester Town Hall bells - the bells were completed at L'boro in
October 1936.
