Not quite true. The RC church does have a similar system to the CofE, but it
is much more informal and frequently overlooked/flauted. A priest of the
diocese is normally the chair of the committee that recommends these things.
Fr David Gibbons (a ringer) is responsible for such matters in the Southwark
(RC) Diocese and he often visits churches remarking "I didn't give you
permission to do that" - not that he ever gets wound up by it. So it is all
a question of enforcement.
