This must be very frustrating for you Dickon.

Since Felstead is the property of the Central Council it would surely make 
sense for it to be housed permanently on web space belonging to the Council 
- where it could be maintained by anyone appointed to do the job.

I am sure that the CC's IT Committee could make the necessary arrangements.
