[Bell Historians] 3-tier frames

Only two on top.

I wonder if the former ring of ten at St John, Horsleydown, Southwark, were
in 3 tiers - 4-4-2 perhaps. The 8's in the equally small towers of
Trinity, Southwark; Waterloo; Walworth were all in 2 levels, 4 & 4.
