That is precisely what a project behind building a good web site should do!!
Whilst a site wouldn't be built by committee, the spectrum of activities
that the site is trying to communicate should be establish before the first
bit of html is written! Most Web Masters also appreciate feedback (as long
as you are not beligerant about it) ... although of course reserve the right
not to act on it.

[djb122] Yes, but each department in the cathedral will probably think that
their specialism is more important than all the others, be it the choir,
bellringers or whatever. Somebody has to decide what to prioritise, and
while there is collaboration with departments regarding their specialism in
deciding what to put on that section of the site, it has to be up to whoever
is designing the site to decide on priorities and what to put where. Whether
we like it or not the bells are not likely to be one of the highest
priorities in any cathedral!
