SPAB are the problem, I gather, not English Heritage for a change - 
They agreed to its removal! The frame apparently dates from the early 
C19 and the SPAB want it to stay because it is contemprary with the 
rebuilt tower. However, there is not enough space for it to remain in 
situ, so unless it can be removed the project is buggered!
