Checked up on a few facts yesterday:

The new pattern WBF headstocks were indeed developed for Liverpool. The 
original plan was to use their old patterns for bells 1-10 and make 
fabricated steel headstocks for the back two. The new full set of patterns 
were produced in 1951.

A new pattern was made for Exeter tenor, between the 11 & 12 for Liverpool.

The two trebles at North Bradley are also fitted with the new pattern stock, 
they were cast in 1949 and hung the following year. Maybe these were 
prototypes?
