However, has anyone heard of this guy - or could he just have been a local
craftsman? The amount seems to indicate something more substantial than just
belfry fabric maintenance. Has anyone got any ideas?

Try Kelly's Directory (or other trade directories) for that period, not only
locally, but also for surrounding areas. Other churchwardens' accounts may
have entries concerning him too. If you can trace his firm the local Record
Office may have relevant material. Local newspapers may help. Archivists
and Local Studies Librarians may also be of assistance.
