You may have overlooked the fact that the President of the Council, 
amongst other CC members, attended the meeting under discussion. 
Also, there are regular meetings between Central Council Officers and 
the CCC at which points of interest to ringers are raised from their 
perspective.

Arguing about methods actually takes up a very small proportion of 
the time that is freely spent by representatives on behalf of the 
Central Council. Much work is done elsewhere, mostly on the other 
364 days of the year to the well reported Annual Meeting (365 next 
year!)
