Yes, Michael Foulds is actively researching the Glasgow founders - including Steven & Struthers - and he'd be pleased to learn of any information about the firm and its work. He, too, was curious about the advert in "Dove", and this triggered his interest

Starmer
Can't add a great deal about Starmer, except to say that there's a bit more about him in Jennings's book on Chime Barrel mechanisms and he's mentioned in J.R. Nicholls Bells thro' the ages. The title of "Professor of Campanology" seems to be a bit doubtful, but he did lecture on music at Birmingham University. He was very much a Taylor ally in the early days of true-harmonic tuning. He was one of the key witnesses in the Coventry controversy of 1926. 

He may not have been very interested in changeringing, but he was involved in the installation of the Taylor ring (1908) at Withyham in Sussex where the tenor (according to Elphick) is inscribed "Fredericus Gulielmus Harris me dedit 1908 - Guliemo W. Starmer Campanis Perito"

His involvement with bells certainly deserves more exploration
