Yes, I believe that's the case. There is also a sound-control floor 
above the bells, with large hatches to open on Sundays. 
Unfortunately, part of the lifting mechanism broke over a year ago 
and although it is a relatively straightforward job to fix it the 
present locals haven't bothered yet, and the bells are now rung all 
the time with the hatches closed, but then bells are only there for 
the ringers, aren't they? The current tower management evidently 
think so, anyway.

Also as, an observation more than anything else, I
