The "broad arrow" is usually the mark of an article made by or the property 
of the Ordnance Department. You will often find it on armaments and other WD 
and MOD articles from clothing to shell cases. So the bell sould be by a 
brassfounder or a bellfounder having a contract with HM Department of 
Ordnance or the War Office/Ministry of Defence, or a ship's bell.

In this case it is a bit stylized and could just be decorative. As Mr Lamb 
is in Herefordshire, the obvious contact is Chris Dalton.
