Interested to catch up on the Brighton exchange on returning from a few days away. There is an article on St.Paul's "A Brighton Tower in Decay" by S.E. Armstrong in Ringing World 6 August 1954 pp.508-9. This states that the bells were last rung in November 1914. The article includes a description of the state of the bells in 1954 - pretty depressing and unpleasant by the sound of it!
