You cant ring a slow swinger fully up as it loses it's ability to 
strike evenly as the counterbalance on the clapper starts acting 
incorrectly when the bell is up and making the clapper bounce badly 
and clapper eratically.

There is currently a video on youtube showing Hosannah at Buckfast 
being rung and they ring it up too high and the clappering starts 
going haywire. I have tried it with Wellington, Richard's Castle etc 
and they are all the same. Whilst Richard's Castle can be rung up 
and set, it actually doesn't strike properly above frame height. Our 
bourdon at Newcastle would do the same if you could get it up far 
enough (without knocking the tower roof off!)
