I fear scrape and paint would not prevent a recurrence.
That must be prevented as the RSJ frame head has lost a lot of metal,
and would be destroyed if further serious rusting occurred.
The water trap which allowed the corrosive pool to form beneath the
baring must be eliminated, and the deep rust patch on the frame head has
formed a water pooling opportunity which also needs dealing with.
Possibly , after priming, filling the unwanted spaces under the baring
with a modern wax bases car under body sealant would serve better.

Yes. The two bells need lifting, the frame head needs scraping and
painted
and then new bolts fitted before the tenor can be rung full-circle
again.
