 If an adviser has a divergent opinion, why should this not be
expressed, but separated from the advice in the report, and made very
clear that it should not be included in any discussion as to whether
faculty should be granted.

Surely that is how to get in explanations of tradition and any other
issues that may not have been considered without imposing
anything.
