A grant of arms

If you go to the College of Arms latest newsletter
<http://www.college-of-arms.gov.uk/Newsletter/019.htm>, you will see a
grant of arms to one John Blundell.  His badge is "A Bell Sable
suspended from a Yoke Or".  We might want to substitute 'headstock'
for 'yoke'.

Does anyone know anything about this person, or why he has chosen a
bell as his badge?  There is an actor and an economist of this name.
