Earlier this year Matthew Slocombe, the secretary of SPAB, raised the
question of decision-making processes for HLF small grants, especially with
regard to bells and bell frame cases which frequently involve the loss of
historic fabric in order to reinstate full circle ringing.
If SPAB are to influence these grants then some very careful talks are
essential. The society exists to preserve ancient fabric; they do some very
good work, but I don't think they consider the wider view where ringing is
concerned. (No, I am not a member).
