Moulding wires - pattern encoding

In a recent report of a stolen bell, the description of it included this line:
	Moulding wires 3,2-3,3-2.
A Google search for "moulding wires" did not reveal any description 
of whatever encoding scheme is used for the pattern.  What does this 
mean? and what other variations of this encoding scheme exist?
