[Bell Historians] A Short handstroke

Thank you for so many helpful postings.

Am I correct then to conclude then that a short handstroke is caused by 

a) The garter hole in the whole place

b) The perception of a short handstoke due to pulleys set too far away from the wheel

c) combination of both ( nasty )
