It says: 'Britain has about 6,000 bell towers and enough experienced
bellringers to operate just over 2,000 of them."

Where does that figure come from?  

AFIA 2 out of 3 towers aren't silent.  And if they divide number of ringers
by number of bells, again AFIA, the number isn't far from 1.
