The bottom line is that there is no single date at which one can say 'these are the definitive historical counties'.
There have been many changes and the process of tinkering and refinement is itself goes back ages and is still  ongoing.
Pre-1974 offers a workable set of groupings - but what existed then isn't the same as 'historic counties. By then there had already been many changes.
It is a very complex subject, though as John rightly says discussion inevitably gets a bit tedious. Besides, we have been round this circuit at least once before
