No, it isn't absolutely clear.  A part of Wokingham was in a detached part
of Wiltshire that stretched from Wokingham to Hurst, as can be seen on old
maps, and there are two existing relics of this.  

One is a metal boundary marker just opposite the church that says Wokingham
Berks on one face and Wokingham Wilts on the other.  It's not in its
original position, which was a couple of hundred yards away in Cross
Street.  It was moved when Cross Street was re-aligned.  See:

The other is that unusually, All Saints church has three churchwardens,
instead of the usual two (Rector's Warden and People's Warden).  We have
one for the Berkshire Division, one for the Wiltshire Division and one for
the Town Division. Every other year the Rector nominates two and the Vestry
elects one and in the intervening years the Rector nominates on and the
Vestry elects two.
