G&J, in their Tuning Books simply say "not tumed". Can't be more explicit than that!

PS I too agree with this conclusion about "Maiden Bells".  When the term was coined, and was entered into casting books, it was generally understood to mean "no further tuning required".  I expect all these bells will have had bits of metal scraped off them as the castings were tidied up.
