  Can't really see the logic as it won't save much - even if only used a few times a year they will still need to be maintained (the major cost in pretty much all cases), and apart from maintenance the running costs of them will be very low even if used once a week.

  Seems probable that more closures will be on the way - could be a busy time for the Keltek Trust.

  Is the report publicly available?   I would be interesting to see what the document actually says rather than what the Guardian THINKS it says!
