I have updated the article on rust and steel bells at

supplied by Mathew Higby and Dave Kelly, for which thanks. The overall
conclusion is unchanged.

Absolutely, I am sure this is correct. The point of the Bassaleg
investigation was to convince myself that the effect on the tonal qualities
of 24 years' rust, and shotblasting, is marginal compared with the
deficiencies of the original design.
