Could it be as simple as the bells the 5th would follow to a given method?

If this is C17 bell notation, would it imply whole-pulls, lead-ends, or something else?

Suggestion of chime or tune from James White looks more likely than a piece of ringing.
On a diatonic four, with 4 as lowest pitch, there is a tune, but not one I recognise.
