Thanks.  Yes, this is clearly the article Trollope was referring to.

Not sure I'd describe a journal as a 'local newspaper', but given the 
vague citation, my guess is that Trollope had transcribed a few key 
passages without noting precisely where he got it, and some years later, 
misremembered it.

Interesting story about Cheetham getting detained as a spy.  An Ordnance 
Survey map is a dead give away!
