Given the age of the document and the reality that no living person is referenced in the book then Data Protection law does not apply.
GDPR and only applies to living individuals.
As such there is no legal restriction in place.

Try local historical societies, who might have it in their collections of local material, and maybe the county record office - though they might not allow access because of the names and possibly addresses in it.
