Who are this firm and what experience/qualifications do they have?
What examples can they produce. Are they only producing drawings or are
they researching records to substantiate historical
context/developments?

Are they providing a country wide for a set price? (or is that an
extra?)

Is £2.5k a reasonable amount?  I assume it would include some pretty

specialist stuff like maybe a 3-D laser scan.
