There are no records of how much ringing there was before, but it seems
unlikely to me that the total would reduce.

Undoubtedly some secular ringing ringing would have be suppressed, both
recreational and community focused, but that reduction must be set against
regular service ringing in all towers, which as far as we know didn't
exist before.  The reformers encouraged regular practice so that is
unlikely to have reduced.

My guess is that the amount of ringing probably increased.
