It is just a variable hunt composition, and there are plenty of precedents
which the CC have not objected to (e.g. 5100's of Surprise Major for 100th
anniversaries) - indeed the Peals Composition Committee have published several
compositions in the RW, so you are quite safe.

Incidentally, with regard to you original email, there is no requirement to
ring at least half lead of a method that I am aware of.
