What is your interpretation? How else are methods actually generated and
written down, and why else do we have all these rules about truth and stuff?

Oh, indeed. But by that criterion it's irrelevant if two bells of the same
note have swapped, so you look to any other criteria you have. One of mine
is truth, based on the numbers.
Of course, having said that it matters, I would add "only for a peal". For
a quarter I would not be averse to a composition involving them swapping --
but what would be the point?
