[r-t] Online method database

I am pleased to announce the release of a new online method database.
You can find it at <http://methods.ringing.org/>.  It has been produced
mostly by me and Richard Smith, with help from quite a few other people.

This new site is a handy way to look up methods, but for computer
programmers it's a lot more than that:  programs can ask it for
information about methods too.  If you write programs which need to look
up methods, I urge you to take a look.
