As one who only takes digests, since my last I'd found which heap contained 
my Rules & Decisions and had noticed (D)E: "The Analysis shall include all 
peals published in The Ringing World and shall identify peals not complying 
with parts A to D above."

The conclusion I came to is that the Council no longer 'Recognises' peals, 
but is content to list all non-compliant peals separately. In the years 
2003-2005, there seem to have been four non-compliant peals, one of which, 
containing Dixon's Bob Minor, was included in the analysis anyway. How many 
of us have a problem with this?

Council Rule 4(ii)(d) requires affiliated societies to abide by the Rules & 
Decisions. Does this suggest that the CUG & OUS should be thrown out?

Perhaps PJE could favour us with a document on his thoughts on the 
Decisions?
