[r-t] Anything Goes vs Peals Mean Something

It seems to me that this discussion is going nowhere and will probably just
peter out never having come to any kind of consensus or conclusion. Perhaps
we need to accept that the current decisions are a reasonable attempt to
codify things.

A for formal process for handling peals that don't conform to the decisions
would be useful. Maybe all non-conforming peals should be automatically
referred to the Methods Committee along with any information the peal band
supplies. It would then be up to the band to explain any innovations and why
they were worthy of a change to the decisions. The MC's opinion plus any
proposals for changes to decisions could then be handled at the next CC
meeting.

The Birmingham example that Don quoted was an interesting case. The band
knew the peal would not conform, but took the time and trouble to explain
the innovation. The result was a change to the decisions.
