[r-t] Extension

Hi All,

Just before I left Whitchurch, I remarked to Peter that it would be good to 
announce to the Council mtg. that the new Extension Document has been 
published..

That meeting is five weeks today.

I attach the first part of the document, basically, covers the situation 
pre-2004. Please check and give me any more coments you may have.

I have said what I think about Peter's comments a the end of the document
