Having now had my coffee (it was <5am here when I replied earlier) I
have proper control of myself, and hope I will now be able to obey
John's wise advice regarding the substance of this discussion, as I
should have done earlier.
However, regarding this little detail:

I may be confused, but I don't think that's quite right. I believe it
was not allowed until recently, but now fits the rules (err,
"Decisions"). In particularly, you just have to define calls for all
those little fragments according to (E)A.2.(b). Not how anyone would
call it, of course, but reconciling what the ringers and conductors
are really thinking with how the Council makes it fit its mental model
has never been a high priority in the past, it appears :-)
