Rule A E2 in the council's decisions says the following.
A *method* is defined by the places made between successive rows of its *plain
course*, which shall be a true round block, divisible into equal parts
which are called *leads*. Starting the plain course from a different change
does not give a different method.

Is it the intention of this rule to imply that a method must be divisible
into more than 1 equal part? To my mind it doesn't explicitly make this
clear.
If not then I can't see anything else in the rules that would mean the
'methods' in this performance

blocks rather than as methods.
