[r-t] Jump changes

I just noticed that the line in the current rules that prohibits jump
changes wasn't added until the 1976 CCCBR meeting in Hereford*. Does this
mean that prior to 1976 jump changes were legal? They certainly were rung
long before that.


* Recently enough that several current members of the CCCBR will have voted
for or against it!
