Much of what follows this does seem relevant to a methods committee, but 
anyone reading this opening section might be forgiven for thinking it is 
an attempt by the committee to widely extend the excessive controls that 
it already wields. Depending of course on what is meant by the words 
"provide" "maintain" and "advise" in this context.
