[r-t] Methods Committee terms of reference

Its current terms of reference are "To consider and advise on all
questions arising from the interpretation of the Council’s Decisions
relating to methods, calls, and peal ringing.", so you are right,
these decisions are currently its sole responsibility. The new terms
of reference do not change this and if we want a complete replacement,
farming bits out to different committees doesn't seem the right answer
if we want a coherent set of new descriptions. This motion just adds
the things we all expect the committee to do, because they are the
things it currently does. In any event, who is responsible for them
may be moot, because if the expected motions to implement CRAG
recommendations are proposed and passed, the technical committees are
likely to be merged into one work group anyway.
