Perhaps see The Ringing World, as the index says:
5040 Plain Bob Major Roger Leigh 7-part
1986 p732
but I don't know the part-ends. Norman Smith's 23-spliced which
was based on a seven-part peal of major, but that is with PB part-ends.
That Ringing World article of 25/1/2019 this year mentioned the idea
for the composition but not much more.
5152 23-Spliced Surprise Major
Composed by Norman Smith
2345678 W H
3578264 –
5738264 3 2
7 part.
The calling positions in the first part are based on the 4.
Just noodling around using plain bob lead-ends for a part-end
gives higher CompLib scores than true cyclic scores, but I don't
know if this is by chance as there are some high scoring cyclic
compositions on CompLib.
E.g. padded plain courses:

This doesn't answer Richard's question though.
