It doesn't 'allow' anything.  It is a system for describing what's rung in
a coherent and unambiguous way.

3.F.1  Call 

An instruction to replace Change(s) from a Method with different Change(s),
change the current Method to a different one, or affect Cover Bell(s). 

Not that the Change(s) replaced need not be the same number as the
Change(s) replacing them.
