[r-t] Composition of unknown origin

Rang this little thing this afternoon, and the conductor doesn't know where
the composition came from. By his own recollection, it was given to him (or
at least described to him and he filled in the details) in a pub in either
the late 90's or early 00's.

Does anybody reocognise the composition and/or know who might have composed
it? Has it been rung before? It's not exactly revolutionary, even for 25
years ago, but it is rather unusual and it would be nice to credit the
composer.
