3 plain leads of Rapid Rap, 3 plain leads of unnamed, 9 plain leads of
Hekaton.  So a better ratio of plains to calls than seems to be achievable
in a 1440 of Rapid Rap.  And not too many types of call either.

A 720 seems to be the way to go if you want to name stuff without ringing a
peal.

If it's lots of plain leads of RR you want, you probably need to ring a
peal: either something like PJE's 1-banana composition, or perhaps a 2880
would be reasonable (there surely has to be more room for manoeuvre than in
a 1440?).

Yes, nice one Philip.  Saved me a lot of messing around.  The "I think so"
doesn't sound very positive!  I suspect you're right, though.  Have you
tried some exhaustive search process?  The situation is complicated by the
fact that you can have the same block appear more than once - there's a lot
of flexibility in traversing the cuboctahedron to eliminate duplicate leads.
For example, 9 blocks can be joined with 12 plain leads using the following
2 plain qsets

Doesn't seem to help though.
