It seems that this is the case -- Double Dunkirk was rung
long before 2003, though possibly not in a peal.  Tony Smith
has this to say on the method:

| The method you mention appeared in Shipway's Campanalogia,
| Part 1, 1813, as Double Stedman Slow Course and the first
| 720 was at Hurworth, Durham, on 29-7-1876 (Bell New 1876,
| p.427).

Whether or not Stedman Bob also appeared in Shipway's
Campanalogia, I don't know.
