RRH's explanation of Segar's method is quite correct, however, in my 
later version, I start from 1+86423578 as opposed to 1+786...

This reason for this was it seemed simpler to me for a computer 
implementation, when finding the repeated pair, to use the first element 
of the pairs as the index to the incidence as the tenor's place bell. At 
least, that's what my memory tells me - but the answers are the same so 
it really doesn't matter.

I would scan the Segar paper - but it's Foolscap and I only have an A3 
scanner.
