E W Van Heuven wrote a paper on the tuning of bells (74-96 Acoustical Measu=
rements on Church Bells and Carillons, DeGebroeders van Cleef, The Hague, N=
etherlands, 1949 and reprinted in T D Rossing's Acoustics of Bells ISBN 0-4=
42-27817-9. In his paper he graphs the results on the principal five partia=
ls of internal and external tuning. Essentially the tuning results are diff=
erent for tuning on the outside when compared to the inside.
However the most obvious reason for not tuning the outside is cosmetice, i.=
e. the loss of inscriptions, moulding wires etc. However it is an option op=
en to bell tuners!
