please don't go down the `learned journal' road: just look at the
inefficient mess that has developed in, say, the sciences where we've
hundreds of journals with overlapping remits. even to split
work on bell matters between TWO journals would only make locating
articles more difficult and cut
off much research from potentially-interested parties. if the aim is for
an elitist publication sustained by a bunch of cronies - which we
certainly have in many reputable academic journals - then fine; if
accessibility and the encouragement of interest in historical
and mechanical aspects is desired, forget it.
